A law banning teen drivers from talking on the phone while driving will go into effect Thursday, March 28, 2013. Kelsey’s law bans teens with level one or two licenses from talking on the phone behind the wheel. The only exceptions include hands-free devices and emergency calls to 911. The bill is named in memory of Kelsey Raffaele who died in a cell-phone related crash in 2010.
